mihawk refuses to fight shanks because he lost an arm and is thus not worth his precious time. mihawk is worlds strongest swordsman, not shanks. shanks duelled him in the past when he had two arms and it was such a famous battle that whitebeard still remembers it. that means shanks was famous just for fighting the guy.
