Die Konferenz der Vereinten Nationen für Umwelt und Entwicklung in Rio de Janeiro verabschiedete 1992 das Aktionsprogramm Agenda 21. Ziel war es, soziale, ökologische und ökonomische Handlungsempfehlungen für die Zukunft, besonders für das 21. Jahrhundert, zu geben.
